How the APL model works
APL supplies electricity to a defined franchise area in Aba, Abia State. It belongs to the Geometric Power group, which also owns the power plant that feeds the network. Generation, distribution and billing are all handled within the same group.
The power comes from a gas-fired plant at Osisioma Industrial Layout in Aba. The plant has 141 MW installed across three GE LM6000 turbines and room to expand to 188 MW. Gas reaches it through a dedicated 27 km pipeline from Owaza in Ukwa West. When the plant can’t meet demand, extra power is bought from NDPHC’s Alaoji plant through the national grid.
The franchise area was separated from Enugu Electricity Distribution Company (EEDC). It is made up of the former Aba and Ariaria business units and covers nine of Abia State’s 17 local government areas. The group took it over on 16 February 2022. Since then it has built new substations, upgraded existing ones and put up new 33 kV and 11 kV lines.
More than 90% of APL’s customers now have smart prepaid meters. They pay in advance for the power they use instead of receiving estimated bills. APL collects this money directly and pays the generation company under a power purchase agreement. Tariffs are set in bands, and each band corresponds to the hours of supply an area is guaranteed.
APL was regulated by the Nigerian Electricity Regulatory Commission (NERC) until 24 December 2025. On that date oversight passed to the Abia State Electricity Regulatory Authority (ASERA), under the Electricity Act 2023.
INTERSTE treats APL as a reference case. It shows a franchise area with its own generation and meters on almost every connection. KAYZ has supplied and installed more than 418,000 prepayment meters for APL since 2024.
